Someone once told me that here in Commiefornia that all the gas stations have to use the Arco/BP formula because it's more Ethanol based which burns "cleaner", which is why it makes it more expensive then other states besides all the taxes that are tacked on at the pump, haven't really looked into this to see if this is true or not.

While I trust the above sites, and the integrity of the licensing process, and believe that Costco sell top tier gas in accordance with that process, its more difficult to answer the question of where it is added. Based on wording on the toptier site, it appears that most are added using an in-line injection system at the fuel supply terminal. However, its not true in all cases. I'm more skeptical of Bob is the Oil Guy posts - but several there posted that Costco adds the additive package at the retail location using some sort of built in system. I do not know that to be true, but I do consider it true that it is licensed to display the logo, and the additive package is added somewhere along the line.
