Sure with enough money, anything like that can be done. Is there enough market for someone do an off the shelf package? Unlikely.
I’m thinking it would be pretty easy to do compared to a car with a regular headliner. Would just have to use/engineer some electrical contacts for the power for the lights from the body of the car to the removable panel.

I too think this may be a somewhat easy-to-do project.
Biggest item: the connection for the power... magnetic connector?
Second: the star themselves... how they attach to the headliner ... flush, bezel, etc.
(Perhaps looking for a Rolls Royce with the star option for ideas.)
I think what you are looking to do Is the Rolls Royce equivalent of the star light system. Which is comprised a great many fiber optic cables. Routing the cables would be a issue in the confined space of the C8. Voltage draw no idea without data. If you could manage to do it, you would likely reduce head room by some amount, which some feel is lacking already. Other options sure, just a question of how much you want to spend and what your goal is.
