Default NE1 Emissions

Did the drivers door QR code scan showing vehicle specific information. In the results was RPO NE1 Emissions. My understanding is these states shown below (I live in PA) all adopted California's strict emissions requirements under section 177 of the Clean Air Act which are tighter than Federal standards. Do these requirements effect performance vs. a car without NE1? Simply, would a car sold in Kansas without NE1 have a performance advantage over a car sold in New York with NE1?

"NE1 EMISSIONS, CONNECTICUT, DELAWARE, MAINE, MARYLAND, MASSACHUSETTS, NEW JERSEY, NEW YORK, OREGON, PENNSYLVANIA, RHODE ISLAND, VERMONT AND WASHINGTON STATE REQUIREMENTS"

Physically, all emissions packages are the same. The difference is the stickers required for compliance (different states have different requirements) and perhaps something with what information is provided when the VIN is pulled up in the state registration system.

Yep, Every Corvette meets the emissions requirements in every state, including California. It's much cheaper for the manufacturer to make every car meet the same standards than to try to build multiple versions and track where they can and can't be sold. With maybe a few odd exceptions, all cars sold in the US today are California emissions compliant.
