Carter AFB ???
The NCRS 1953-1967 Corvette Specifications Guide shows the 64 300hp engine with manual transmission as having a Carter AFB carburetor, mfg no. 3721S/SA/SB and GM no. 3851761. These numbers seem to match what you have given us. If the S/SA/SB represents suffixes which the carburetor progressed through during the model year, then the Spec Guide gives no dates as to when these changes occurred. It does not show any change in the GM part number for the entire model year.
I don't know how the Carter carbs are dated, but I wonder if the "DD" isn't some kind of date code. If it is, and you can decipher the date, then you can compare that to your build date...that would be conclusive. If former owners have represented this carburetor as being the original, I would be very reluctant to change it regardless of what any book says. Just my $0.02 worth.
The 3721SB was available through both GMPD and aftermarket sources as a replacement for '63 to '65 AFBs. I bought one in the late seventies and the aluminum tag, which is annodized a light green reads exactly as you report. Rather than a date code, the tag is stamped DD, so my suspicion is that you have a service replacement carburetor.
The GM part number on the tag of my 3721SB is 3851761. I don't know what "book" you are referring to, but the NCRS Spec Guide lists this part number for the AFB used on '64 300HP manual transmission Corvettes. Chevrolet seven digit part numbers beginning with "36" were exhausted long before the early sixties, so I would bet that whatever book you are referring to that lists the carb as 3651761 is incorrect.
