I think there called "smiles".
When I reply to a post the icons are missing. I did a search and tried to
just reset the cookies, but it did not fix the issue.
Any support would be appreciated.

Here's a response to someone else who had a similar problem. Click the link for more information if it sounds like what's happening to you.
In order for the Smilies to work, you need to have JavaScript enabled in your browser. If it is disabled, the Smilies will load in the Smilies section, but you will be unable to click on them to insert them.
If Javascript was disabled, the Smilies still should display in the panel, they just won't be clickable to insert into the message field.
If you're missing the Smilies, you may have a security software that is blocking the content or mostly the domain. The smilies are served from http://images.ibsrv.net/
Do you see the "Smilies" text listed to the right side of the message when composing a reply?
If you don't see the "Smilies" text listed to the right side of the message when composing a reply, and just see a message box, then go to:
1) UserCP
2) Click on Edit Options
3) Scroll down to the bottom and under Message Editor Interface, you will need to use Standard Editor or Enhanced Interface. The Basic Editor will omit the Smilies control panel and give you just a message box.
