I think I understand your feelings OP, its not like you were running no plate, you had it there. A lot of us choose to run no plate and know we may have to deal with with a ticket but I think your story is different. Yes, the law is the law, but sometimes a little bit of "common sense" would help.
handing out PBA cards is like putting the little sticker on your car and expecting a free pass either that or buying the thin blue line decal....
you screwed up...sure he could have let you go and probably should have just gave you a warning but...he didn't I guess that comes with buying a device to conceal the plate. It would have been cheaper and easier to carry a screwdriver for those few times you remove it for a show.

Alot has to do with how you speak to a cop. Although the county and state are hard up for cash so I think getting out of a ticket will be harder and harder to do.
As for Captree, they are just waiting for someone to make a mistake so they can write a ticket and since the place is a magnet for performance cars, this is a cash cow for them. That said, without the cops keeping it tight, we would have cars running 100+ down the parkway so you take the good with the bad.
I agree with Ben. Pay it and move on.

As I've said before, PBA and FOP cards aren't "get out of jail free" cards. To be quite honest, I don't even think they should be legal. Because you "know" someone? Pure BS. Smacks of outright corruption.
Why should anyone get special consideration? The officer should evaluate your infraction on it's own merits, along with other factors such as your previous driving history and severity of the infraction. Who you're friends with should never be part of the consideration. So I don't feel for you that your PBA card wasn't "honored".
But in your case, that was clearly a pretty low move on the part of the officer. I think a simple explanation that you forgot to flip up the plate should have sufficed and should have had you on your way after making sure you had no warrants. But clearly he had an axe to grind.
I took a lot of heat in another thread about someone complaining PBA/FOP cards weren't being honored when someone was street racing going over 100mph. We all know when thier should be professional courtesy, but when you risk the lives of others by doing stupid things like that, you deserve exactly what you should get. OK, rant off.
But a front plate that was just flipped down, c'mon. That's just plain dumb.
I don't think PBA/FOP cards should be honored for family or friends of officers. If LEOs want to extend a personal courtesy to each other I guess I am fine with that within certain reason.
The OP's plate ticket was BS but I assume its not a moving violation so pay up and move on.

Shore towns have 3 months to rake in some income. Lived in Avalon and have had my share of BS tickets, however Sea Isle won the big prize when I stopped by a party at a house to pick up a friend and head to a bar. Party was broken up by cops no less than 5 minutes later. I'm standing out front waiting for friend when I am asked for my ID. I assume they are just looking for underage drinkers so I hand it over. Not the case - no one owned up to hosting the party thus they gave everyone on the premises a $200 noise violation ticket. Must have handed out an easy 30 tickets. Pretty expensive 5 minutes for me.
You definitely should have got off with a warning being that it's obvious that you forgot to swing your plate up, but these cops just want to make their quotas and they've been sticklers about having front plates down there. Also, I wonder if the PBA card pissed off the trooper being that it basically attempts to put you above the law?
