switzerhenry,

I do not know if your problem is caused by this...because the headlight doors and fuel door are not in an area of silicone contamination...generally.

When I have encountered "tire shine" infected panels.,..it is usually ONLY where the tire shine can spatter. SO in a C3...it would be above the trie in the front and rear wheel well area...and NOT in front if it or behind due to the front inner skirt prevent this silicone from getting to the backside of the panel. Remember your panel is not double thick...it is a single layered panel...thus allowing anything that gets on it to get pulled into it from the sun over time if it a contaminent that can remain oily .

Also On C4...it ususlly occurs on the rear quarter panels where the inner shield stops and allows exposure to the backside of the quarter.

When it occurs...it is a REALLY BAD situation. Once the silicone gets into the structure of the SMC/fiberglass. It is in there like a sponge. And ROYAL PAIN to remove.

You can tell if it really contaminated by the way the SMC changes color to a much darker gray...in most cases of severe saturation.

Slightly off topic ...but kinda the same thing, for those this has happen to.
I also have seen the problem on the underside of hoods where oil from AC compressors and the engine was allowed to say for a long time and create bubbles on the top side. I recently repaired a hood on a 1970...where it had this problem. It took a week to get the large area of contanination down to the size of a dime...but could still never get it ALL out. It would have been cheaper to buy a new hood....time wise. A lot of heat and acetone aided in removing about 90+% of the oil from the hood. When the hood was removed and heat applied...the oil would literally drip off of the top surface.

I make shields and apply alumunum foil tape to the areas of concern if I feel the owner is going to SOAK the tires down in the tire shine. But also make it clearly know in the warranty of my work that any defect caused by use of this crap VOIDS any and ALL paint warranties. If their desire to have glossy tires out-weighs an awesome paint job...then I feel their priorities are slightly misguided. It is fine for shows...but wipe the stuff off when the show is done and you are planning on driving it home.

I do not kow what to tell you because I am not there to see what is going on. I need to know what you see when you get it stripped again..

If I soda blast the top panels and wash the underside do you think i may solve the problem if I epoxy the top of the car???
I use and like SPI epoxy I am not sure why but on the tech sheet it says not to use it over soda blasted cars in their words “Precautions:
NEVER use SPI Epoxy over a Soda Blasted vehicle, Acid
Etch/Wash Primer, Rust Converter or other Metal
Treatments. NEVER

i would suggest mixing ppg K36 high build primer as a sealer and apply it to the surface as a sealer. Use the 4:2:1:1:1 mixture using 2021 clear. Also ad a retarder to the mix. this should seal all and any solvent issues you will have.
