More information for you here than what you are asking for. But seeing how you stated that you are a "newbie". I thought I would mention it so you get the total picture at what may occur.
Yes they can be repaired....but it is all depending on the extent of the damage. Most bumper repairs require removing the bumper cover so material can be applied on the back side to give the split or crack strength....versus just filling over it on the topside. There are companies that offer reconditioned bumpers...or get a new one....or get someones old bumper. But just be aware that you may be getting someone else's problem...which is why they are selling you their old one. Unless you go and get the bumper in person...having it truck freighted in is going to cost you some $$$. Photo's of your damage would have been nice...to better direct you in the best cost effective repair.
If you plan on changing out the bumper to either a new or reconditioned/used one.....and NOT repairing what you already have now. Just be aware that painting the bumper by itself ( either on or off the car) and not blending into your hood, headlight doors and fenders will more than likely make it to where the color WILL NOT match exactly. Irregardless of the color of your car. Some colors are worse than others...but not blending into adjacent panels will more than likely cause a color difference...due to age, formula mix and other issues.
Don't think that the paint formula is exact to what you have now... because their are many paint formula "variants" for some colors. And thinking that using the machine that can "read" the color and provide a formula is your saving grace...THINK AGAIN...Those machines are only good for providing a paint formula for BLENDING...and NOT butt-matching a color. MAYBE...and I mean MAYBE...you may get lucky and get it perfect the first time out....BUT doing this for years and years...it is a 1 in a 100 shot. But this is coming from someone who has an excellent eye for color and knows what to look for when painting/matching a color to existing paint.

If possible...post a photo('s) of your front license plate area damage. Repairing what you have now may be the best way to achieve a low cost repair.
Avoiding any blending into your other front end panels (headlight doors, fenders and hood) will really keep the cost down. That is if you are concerned about color match.
