Default Contamination under primer?

I was wet sanding the final coat of primer today and noticed the water "running" from a couple areas. I washed it and wiped it down with wax & grease remover several times and it still happens in the same spots. Is this a sign of contamination under the primer?

Without knowing what you did or what you used or how you applied it or prepped it for application or any of the numerous variables that can cause a problem like this...I can only assume that you have a problem with is not going to correct itself.
