DAWN with water and wash it or use a degreases and rinse it well.
That will get it clean but will not provide any benefit in allowing what you are going to apply to the painted engine to actually adhere and not peel off later IF the painted surfaces are not prepped for paint.....depending on what type of paint you are planning on using.
