The fuses for the DCM are HOT at ALL Times. If you didnt read battery voltage on those fuses, you really do have something seriously wrong.
Use the meter and read directly on the battery terminals to make sure that the meter is working properly.
Then read the test points on top of the fuse to chassis ground.

We would also like to thank Bill. We fought some wiring issues while trying to get our '01 back together. Bill took the time to explain things to both me and our mechanic on the phone. He pointed us in the correct direction to diagnose a bad PCM. We can't thank him enough for his assistance.
