frank dupuy, if you really are a fireman, why should we pay for you to sit on your but waiting for a fire/accident. Isn't that a waste of government money? I don't think so. Are you not going to go to a fire/accident because you "think" it's chicken$#@!? No, because it's your job, just like the police officers job to write citations be it small or big.
Bought a new black VW Rabbit GTI back in '83. It looked stupid with the plate mounted in front so I didn't. 27 years (all in San Diego) and about 15 cars later I never again mounted a front plate on any car. No ticket yet!

One other short license story. My brother collects slightly older luxury cars. A couple of years ago he asked me to drive one of them to Pasadena's Rose Bowl for a car show while he drove another. On the road he sees that before we left San Diego he'd forgotten to mount the plate in the back of the car I was driving (he has dealer plates that he can move from car to car).
We ended up driving to and from San Diego (over 250 miles) that day without ANY plates on the car, front or back! We were never stopped.
About half of the cars I see have no front plates. Also, a good number of vehicles have tinted windows that are one shade illegal. The fact remains that if a law is considered frivolous by the majority, it will be ignored by a high percentage of those people. Therefore many folks consider the situation explained by the OP to be a simple case of a bored or jealous CHP officer. Most city police officers in my part of town tend to ignore frivolous laws so that they can take care of the more serious ones. This is why you can typically exceed the speed limit when conditions permit.
The speed limit on many of Maui's (very wide) freeways is 45 MPH. Needless to say, many drivers and police officers ignore it.
