I had the blackouts on my C6 for several years and never had a problem with the cops or yearly state inspections. I lost one some how so I just took the others off. And, my wife has had the blackouts on her '10 Camaro for over four years with no problems either.
Never is a very long time. There's always a cop out there with a chip on his shoulder who would welcome any excuse to write a ticket.
Yes, but when they see me as an older, more responsible and more respectful salty-haired driver, they tend to be more lenient. I never give them a reason to have that chip, and if they do, I would never in a million years try to knock it off their shoulder unlike some of the younger generation around here.

Read it again. It's not supposed to pass an inspection if it changes the color of the lights or blocks normal operation. Neither are the case on my car. They still show the correct color and are perfectly visible at night.
Semis, yes, they will ticket for a single marker light out, even from a bad ground. Wiggle it, it works, too bad the tickets already written. But a car/suv? I think thats ignored completely.
