My 68 vert Non A/C has a Flapper valve to seal the rear vent from returning air and water. No cable or vacuum actuation. I never saw any "filter" material when I had it apart. The flapper is on the cabin side of the assembly. There is also a hard rubber deflector in the rear deck vent to guide the rainwater to the drain holes.
My 73 with factory installed AC had the vents blocked by two metal plates. I obtained an assembly off a wrecked 68, it mounted with no problem. Connected into the vacuum hose for the heater. Works great. Closed for the Heater or Defroster, open for Vent and AC. No more tornado effect when the windows are down.

I think my '70 vert is more like this set up. Fronts controlled by levers on console. Rears are manually actuated on the rear aft deck by a hand lever/bail mechanism that moves about 90 degrees. I've never looked it up in the books to see what is says.

Yes, but is that the front kick panel vents which are cable operated? we are talking about the rear vent and the door in the rear of the cabin. If your rear astro door is cable operated it seems it is another variation. BTW my 68 is late production as well.
My 68 Convertible (May15, 1968) is as described above; i.e. no astro-vent doors, just some thin rubber foam filter mounted in the two narrow rectangular openings between the rear deck vent bezels and the interior cabin.
