Buying a car in a box, can set you up for needing alot of corvette parts.

How apart is 'all apart'? Why is it apart? Why did the seller give up on it? Are parts and fasteners separated and labeled? How much courage do you have. Do you have a wife? Do you want to keep her?

THAT'S a good question? More than 1 wife has left to visit her sister and said " that pile of junk, in, or behind, or next to, the garage better be gone when I get back next week.
If cars were easy to put back together you wouldn't see so many ads with 'must sell, too many projects, lost interest'.

If the original motor is there and the frame and birdcage isn't rusted out $5k sounds like a great deal to me. Plan on spending a couple of years getting it back together if you work on it on weekends.
Yeah, it would take some time. But for him, he would just send the whole car out. I guess we are trying to figure out whats it worth now and then what it would be worth completed. I do know he bought it new, and it has every single option you could get on the car.

Have you checked? The options list did not include power seats. What type of documentation does the seller have? What's he/she asking? Sounds like you might be on to a nice '70 here, but she could also be a big headache.

You originally said 427, then said, OK 454. That makes me think you dont know if it is THE 454. Find out, it would likely double the value of the project, answering your question.
Regarding the engine numbers... don't ask, check for yourself if the seller says they match the car.

Been there. "All there" is rarely the case, especially for those one-year- only or not-being-repro'ed parts.
Yes you are correct. I do not know much about the car, hence the wrong engine I stated. I do know my buddy bought the car new. I do know all the parts are on site, either in or still on the car. I also know that the car has EVERY available option you could get on the car when purchased. No biggie. 90% chance the car will stay exactly in the same spot it has been from 1980 something. It has never been moved in over 20 years. I was just curious. He has a new ZO6 so he rarely thinks about his first Vette.
Based on what you tell us it is impossible to make a guess. The best way to do it is to work backwards. A freshly restored 454 is worth about $35K. If it sat for 20 years it will need paint at about $10K. If all the parts are there and in good condition the rest depends on what your time and effert are worth. If you are going to ship it out to have the work done forget about it. Ballpark figure for a frame off is 1000 hours at $75 per hour labor only.

'70 BB vert is more like $35-40k finished. Apart is less than $10k if you really wanted it bad. The money is not there. You will easily have $20k in parts and paint not counting your time and labor. If you want a project, it COULD be a good one, but realize you probably cannot come out financially.
