I'm in the process of buying a 68 and have done my best at documenting the following numbers. This car has been in the same garage since 1989 (last time it was registered) and runs/drives. Paint is in bad shape but body and interior are in good condition.

194378S is a 1968 coupe, one of the early ones as it appears your serial number(08xxx) is early January 1968 (1st 8,000 or so were all convertibles due to t-top problems ..). Regular coupe production started in January 1968.
3916321 is early 1968 engine block - 427/390 is a 2 bolt mains.
T1228 decodes to Tonawanda, December 28, 1967.
IL decodes to 427/390hp with manual transmission.
Original carburetor would have been a Quadrajet 7028209.
Assuming engine is original, M22 was not available with 427/390hp - case numbers would be the same for M20, M21 and M22. Transmission should also have the last digits of your serial number stamped on the passenger side.

Remember that there is a long list of parts and components that make up a 'Numbers Matching Car'. There is even a lot of discussion as to what those 3 words mean.
I think that a very important thing to check on a car that's been sitting as long as the one you describe is for signs of RUST in the frame and birdcage.
You could have a really nice find or a real money pit!!! Remember this car's been sitting for almost 20 years.
Do you know someone who is familiar with 68s that can look at it with you? Having someone do that would be a good idea if your knowledge is limited.

Please post all of the vin if you can, I would be interested to know. Guessing from the date its probably around car 9500 in any case, an early coupe. The transmission you don't identify, and there should be numbers and a vin stamp on that. If it is an M-22 however its not original to the car so that may be your point. I would be curious how it was relayed to you it IS an M-22.
Really need the vin, body trim tag info located on the inside of the drivers door ect. This dates the body close to the engine, and somtimes shows a body switch...Expect F 10 to F 20 on the date code. A real big block rear end should be present and many other touches...
