No, but it would make an excellent parts car. Not worth restoring because:

No offense intended, but it being a 75 without a title and in that condition, means that it's not worth restoring for anybody. You're already looking at about $1000 minimum, because they briefly mention $400 in back fees owed, and it would need to be towed; just to get it home.
There are other 75s (and occasionally 68-72) extreme projects with titles for similar money. That's also why I said it's a good parts car -- a bsaket case C3 (even chrome) plus that car would be an easy project.
I think it was being modified to install some sort of rear hatch? Maybe even 79+.

If your looking for a frame its a great deal you could get you money back. just by selling parts, No one bashes selling parts just the whole car being sold as parts. I have made profits this way in the past. trust me it works.
If the frame is any good, you still have to disassemble it from the rest of the car (and have a place to put the rest of it) in order to make use of it. It would be a lot less trouble [and probably cheaper] to just buy a refurbed frame.
Related story: When my Mom passed away, my older brother arranged an auction for the home contents. They managed to sell everything except for an old storage tub (cylindrical, about 2' in diameter and 3-1/2' high) full of old 1950's & 60's car magazines in the basement...it must have weighed a ton!). The auctioneer asked for $10...then $5.... Finally, he said "this thing is full of classic car magazines...who will bid just ONE DOLLAR for all this history?" Someone bid $1....and then they had to figure out how to get it out of the basement --the one thing that the auction folks didn't want to do!
Moral of the story: Don't buy something that looks like a good deal... if you don't have a plan for it.
