Finally sold my 78 about a month ago and have been deciding what year

Too bad your not in Pennsylvania. I specialize in just that type of auto restoration. Metal restoration is all I do on classics and antiques. That type of rust is typical around the rear window and windshield.

Have you ever seen most classic Mustangs (65-73)? They came from the factory with cowl rust.
