I think the rods in question are those that go through the wire loops which are stuck through the foam. They hold those loops against the foam backs, and provide the "crease" in the upholstery. The rods are also hog ringed to the seat springs keeping the cushions from moving around in use.
Does someone can provide a link for a detailed describtion of the seatrestauraton for a 69'

The Wilcox doc you referenced is more of a parts listing which is very thorough whereas the fever article is a step by step "how to" article. In fact they (Wilcox) even mention that it is best to seek a professional installer to perform the seat recover.
I sandblasted the bare frames that you are showing, then painted them with a rust converter, then black paint. They look like new. You are doing fine so far.

I just finished the seats on my 72. The wavy rods were not in the seat installation kit I purchased. It had the hog rings, the S clips, 1/2", 1" and 3" clips and the long straight pieces for the seat bindings, but the wavy rods that go between the seat foam and the seats were not included.
I had to use the originals. If yours are missing then maybe a suggestion would be to call an auto reupholstery company to see if they have any for sale.

I think you got it right. The small hooks are for the seat back portion.
The bottom seat is tapered and the front of the seat is thicker than the back of the seat. So you will use 2 different sizes depending on how thick the seat foam is.
For the S clips on the bottom I turned the seat upside down, placed a towel on the springs and kneeled on it. This compressed the foam enough to get the S clips to clip onto the seat frame.
Just cut a piece of wire coathanger. Fold one end to make a "T" handle out of it; put a very short 120 degree bend on the other end to use as the 'hook' to catch the loose end of those clips and pull them through the foam. Then slide the 'wavy wire' through it to hold in place.
