69 427/400 found gas in my oil.. leaking out from dipstick. Have not been able to get car to run right. How can I tell if my carbs are leaking or my fuel pump?

Drain your oil and replace it. You need to get that gas out of there. Start the engine and check the float level in your carbs. You may have a bad float or stuck inlet needle/seat. After adjusting the floats and checking the inlet needles start the engine and run it for a few moments without the air cleaners. Shut it off and look down the carb throats. Do you see any gas leaking from one of the boosters after the engine stops?
It' more than likely one of the carbs has a stuck float., The other possibility is one of the floats has sunk, either from saturation or a leak
If there is that much gas in the oil then you definatly need to drain all of the oil first before doing anything else
You can try tapping on the carbs bowls (Gently) that might unstick the float. If it was me I would just remove them and freshen them up. That way you know exactly what is going on.
The fuel pump is not the problem here.

if the gas is literally leaking out of the dipstick......you have a ruptured fuel pump diaphram and siphon action from the gas tank is filling the oil sump up with gas..... drain the oil and leave the oil pan drain bolt out...if gas is coming out then its the siphon action from the ruptured fuel pump diaphram

Seriously? Out of the dipstick hole? Fuel pump for sure. Don't try to start it, pinch off the supply hoses to the pump immediately and drain the oil. Be prepared for a few gallons of very flammable mix to come out.
If it's as described, you won't need to check the diaphragm. The fuel pump and the carbs are the only places this could come from, and the carbs will only drip until the bowl is dry, you'd NEVER get enough gas to come out of the dip stick tube.

I agree, get the fuel pump off. I had this happen on an old 442 I had. Twice, both times the fuel pump. Then I went electric....
