You need to make sure you're buying #1613 and not #51613 which is now the ' retail consumer' version semi-flat black, and a VERY different paint.
It sounds like you've been given some good sources, but still make sure of what you getting.

#1613 can be used for most/all? the black parts on early cars if a person wanted to.
Because of it's formula the amount of sheen it gives can be varied by how it's applied.
For instance if the can is held further back from the parts, you can get quite a 'flat' finish. But if the can is held closer and the paint applied 'wetter', the finish will have more sheen.
What's nice about using #1613 very dry is that it gives you an 'almost' flat finish that is much easier to maintain than a true 'flat' paint.
Also, because of it's formula, (lacquer?), it's very good for the interior parts because it gives good coverage WITHOUT a heavy build-up of paint which can be a big problem with the chrome details on the gauge bezel and shifter plate.
There are certainly other choices like the SEM and John Deere Blitz Black, but Krylon is nice too.

Do you paint anything? Is a protection or just to look nice? Kind of like when you spray the underside of a car to prevent rust.
You've asked a 'loaded' question!
Some people clean EVERYTHING on the chassis extremely well and then paint EVERYTHING semi-flat black. This give a good look, and is pretty easy to maintain.
What I do/did is to just paint parts that were originally black. Some people call it restoration. This involves a LOT of disassembly and a LOT work. It's NOT for everyone!!! and people do it to various degrees based on their abilities and inclinations.
On the interior I painted all the parts that originally had black paint on them. So it's mostly the instrument bezels and console plate.
