I believe that at least some part of the birdcage was date stamped when it was made.
For instance the birdcage in my mid-January 1971 built coupe has a 9 70 stamp on it. (Quite a long time before the car was built.)
Is it possible that there were still birdcage pieces being assembled in the time period when your birdcage was assembled that didn't have the tabs?
I find that hard to fathom, but it's a thought.

My car must be an earlier 69 because the 69 above and 70 seem to have them going to the cowl and not down to the trans tunnel saddle bracket like in my car. Looks like in late 69 or early 70 they moved to a different method.
I had to modify my lower brace for the vintage air but you can see the original location below.
This is my 69. Mid Nov 68 build, vert, no AC. The lower brace to the left of the column had been removed when the pic was taken. All four (3 on driver's side, 1 on passenger) were in place when I removed the column. The one to the right of the column anchors to a bracket attached to the tunnel. Bracket not visible in pic.
Here is my 69 steering column braces. On my car both sides of the car go down to the trans tunnel plate. Seems this was only used for a short time before the moved the braces to the cowl of the birdcage.
My Feb. 69 vert does not have the brace connectors under the windshield cowl either and it had me very confused for a long time when I was doing my mini resto. To add more into the mix mine has been converted to rhd, but there is no evidence that they were ever there, as my cowl is like brand new in this area. Sorry no photo's.
Here are some pictures of an early 69 Same as my sept. 69 car. I think this design is a hold over from the 68 cars with the big steel bracket on the tunnel.
