DaveJ - darn right I wanna fix 'em! How do I ensure the new relays are quality parts?

Couple of questions first. Do you have access to a Mityvac vacuum pump? You can also borrow or rent one from many parts stores. How about a vacuum gauge? Are your relays and actuators original to your car? Also, do you still have a wiper door system, and if so, how well does it work?
If you need new relays, there are two ways to handle it. Willcox is the only supplier I'm aware of that checks their vacuum parts before they go out the door. If you wanted new (import) that is the way I'd go. The other way is to have me rebuild them. I use a custom made piston with "O" ring seals rather than the lip seal design GM used. First we need to test them.
Heading over to Northern Tool tomorrow, will pick up all that stuff (and probably more).
My wiper door is stuck solid. Some PB blaster in a few spots and trying to push the actuator with a screwdriver (per Chassis manual) didn't get it to budge. Yet.
If mine go up and down... I don't really care about how 'fast' they are ... Now... Is it just me... Or does everyone else's headlights wiggle as you drive down the road and hit bumps ? Didn't know if THAT was inherent to the C3... Or something I should look into... Just has a slight vertical wiggle over bumps on the freeway...
on your hood stops you have rubber covers, get some more and install them on your headlight stops. $2 ea @ Ecklers. make necessary adjustments to the stop to make sure they make contact. chances are the pivot bearings have some play causing the wiggle. it fixed the problem on my 69. T
