They really look like the block-off plugs (partial) used on the intake manifold gaskets to restrict the crossover (center) passage

They do. Except that they have holes in them. Not very good as block-off plates.

they are restrictors. some have holes and some have holes that you can knock out yourself (like a pop can lid) with the option to leave solid...
