The previous owner disconnected the windshield wiper motor and I need to fix the issue so that I can pass the Texas safety inspection. I removed the switch assembly (inside above gauge cluster) and everything was connected and worked appropriately.
Inside the engine compartment everything is present and working as it should except for the wiper assembly motor, it refuses to move the wiper blades. The vacuum lines are connected and have good pressure to lift and close the wiper door cover.
Is there anything that the previous owner could have disconnected under the passenger dash or in the engine compartment?

Have you verified the interlock switch on the firewall is connected and is being pressed when the wiper door is fully opened? It's on the firewall, just to the right of the wiper motor (passenger side), engine compartment, near the top of the firewall. Have you verified the switch under the steering column is in the proper position, it's an override meant to disable the wiper motor for servicing the wipers. Should be a ****...

Here's the limit switch BB 70 describes.
The plunger must depress the 'button' on the switch to complete the circuit to the wiper motor.

The plunger is depressing the switch on the firewall and the interior overide pull switches are in the upward position. I'm going to pull the console and check the relay switch there. Its an electrical issue for sure.
Could the round **** centered between the two manual vacuum switches be in the wrong position? This shuts the wiper motor off, so that you can change the wiper blades. Lou.
Look what I found under the radio while tracking down the wiper wiring! Its a radio service receipt from 1976 and it has the original owner's name and address. Very cool!

The **** in the center was what I was referring to. The others are just vacuum overrides for the wiper door and headlights.

You can perform a bench test while the motor is still in the vehicle. it will help to know if it works. go to the Willcox troubleshooting page. you need a multimeter and you need to check power at your leads, ground at all the switches and relays, and count nuity through the switches. if you trip the switches and the door opens, I would say the wiper switch is working, the relays are mostly working, but it doesnt tell you about the over ride switch or the door open interlock switch. I would check those with the meter

You mention checking the vacuum override switches but what about the wiper arm control switch between them?
The switch should be turned clockwise (to the right) in order for the wiper motor to operate.

I have them as you described, I'm going to continue troubleshooting. The relay switch on the passenger side of the wiper compartment might need to be replaced.

The 3 port vacuum interlock switch in the right side of the wiper door is only a vacuum switch….it is part of the control of the wiper door movement, but not the wiper motor electrical circuit.

Other members need to check on the restrictions in their state. In Mass there's severe restrictions...., to and from shows only, low miles, lots of limits. Just saying so you dont just jump in. I pay $100 for veterans plates every 2 years, I think it would be $60 otherwise, no restrictions, $35 for a state inspection. It would be less but I put 3000 miles on my vette this summer so I avoided those plates...
