8" wide Rally wheels are the widest installed on factory built C3's.

I think American Racing Wheels offers a billet aluminum rally in a 17" X 9" that look pretty nice. You can see several 17" and 18" rally wheels in the upgraded wheels thread.

Years ago my dad had a set of 8" rallyes widened to 9". I'm not sure who did it at the time but these days Weldcraft Wheels in Michigan offers widening services.

If cost is an issue, I would go with off the shelf 8 or 10s and adjust the tire size to fit.
But remember, it is getting harder to get 15 in performance tires in all the sizes.

My plan to stay with the 15 inch wheels changed when I upgraded to 6 piston brake calipers and larger rotors.

Your profile doesn't say where you're located, but if you really want a 9" wide, 15" rally wheel, these guys used to do a lot of "rim widening". I can't guarantee if they're still in business, as it was a part-time business for the family, doing race wheels/wheel repair, and I've been out of the oval track game for quite a while. However, they did good work, and you might want to try to contact them.
