1969 front bumper "twist" bracket
The intent was that the bolt went back in the same location it came out of. So there were left and right bags for many parts and many fasteners.
Remember, I had LOTS of TIME.
Fortunately I read the book about David Burroughs' restoration of a 65 396 convertible early on… and had my eyes opened as to what 'restoration' COULD mean.
Regards,
Alan
This is why I got into doing my own plating…. I couldn't expect a plating business to control the fasteners individually like I could at home.

AND I am sure you know the twist bracket can only go in one way due to how there are two different size holes in it for a reason and the angle cut at the end of the brackets with the larger hole being at that end.

GM added all of the brackets to stop this cracking. So on most 68's there are no twist brackets and there is only the same bracket that 69's have up against the fiberglass, to the outer ends of the front bumper.
My 68 and 69 AIM are the first, original issues by Mid America Enterprises. They have the GM table of contents in them and it is very easy to find a page that you need in them.
I also have a new 68 AIM issued by Corvette America and it does not have a table of contents in it. My original one's have "Chevrolet drafting graphic" on the top of each page, and the table of contents lists the page number to find a subject. The new AIM lists the UPC number, and it is very hard to find something. Lou.
