Does anyone have a complete list or at least a fairly comprehensive list of torque specs for a C3?...I am in the middle of building a restomod 78. I have the chassis manual and AIM, but the spec are all over the place and sometimes not there.
Your simplest approach would be to use the internet to get a table of 'normal' torque specifications for American fasteners. Torque requirements vary by size, bolt grade, and whether the joint is dry or 'wet'. You can Google for "SAE fastener torque values" to find them.
The Chevrolet Chassis Service Manual has some assembly bolt/nut torque specs, but not for the general installation stuff.
Generally speaking, the "important" torque values are the only values specified.
These are usually on steering, suspension, brakes, fuel system, and safety systems.
Only the fasteners installed by the technician on the assembly line were referenced in the AIM.
All others are considered "general" torque, which means tight enough, but not too tight.
In the back of the chassis service manual for your year it has all of the torques listed. At least I think that's what the manual is called. I love having that.
ALL fasteners in a vehicle assembly have specified torque values. Otherwise, assemblers would apply what they think is 'enough'. That would not get the job done. Engineering specifies the torque requirements for every fastener. Many may be selected from 'standard' tables. Others are determined based on the need of the assembly.

My manuals (chassis service, and AIM) don't have those pages in them? Any way you can post some pictures?
