If you google "Dyeing seat belts" there will be lot's of sites where folks have posted anecdotal instances of their experience with various dyes and methods and the results they were able to achieve.

From what I know of textiles, the type of materials in seatbelts is nylon - closed cell nylon to be specific. Closed cell nylon cannot except fabric dye after it has been completely through the initial coloring.
My suggestion would be to buy about 15-20 feet of new webbing material in the color you want and take you existing belt sets and the new webbing to someone with the equipment to replace the webbing (leather goods maker, racing seat belt place, upholstery shop, etc.).
It's not that tough and not that expensive to find the webbing and a shop to rebuild them like the original set.
Hint: Do NOT disassemble the present belt set. Take it [intact] with the webbing so that the shop can see exactly what needs to be done.
The existing belt gets reeled out and the belt cut about 4-6" from the reel. The new webbing gets sewn to the old stub. Works great. I had mine done like that 10 years ago. No problems.
