there is a tool for putting those in,it looks like a tube with one side cut open,and a place to hit with a hammer

Hi,
"My engine is lacking the panel you have that the tube sits through."

The 'plate' you see is actually one of the 4 spark plug heat shields that help to protect the spark plugs and spark plug wire connectors from the intense exhaust heat.

The tube for dip stick doesn't touch the shield.

Mine was that way too when I got the car. I put it in a tubing flaring tool and expanded it a hair. Fits tight now.

It's usually the other way around . You normally would get better quality at O'Reilly's but in this case I would take all of your receipts back and explain the situation and demand a refund . I doubt that they will give you any trouble . But glad to hear you got it fixed .
