I used a 6 inch long bold that fit nicely into the opening of the plug. I used a nut to properly position a wide washer over the head of the rubber plug, allowing it to go all the way in, essentially creating a stop. Dipped in dish soap, pushed into place as far as possible and gave a light tap with hammer.

There's a small tool that some vendors sell that is a 'bought' version of what ex describes.
Use something (a bolt) that's smaller in diameter than the hole in the plug so the rubber has a little room to 'collapse' as you push the plug through the hole in the fiberglass.

Thanks for the replies, fellas. I found this short length of rod and wore some work gloves to save my hand. A bit snug pulling it back out but it did the trick.
