Are you asking about touching up the vinyl on the shifter console or the metal shifter plate that mounts on top of it?
If it's the metal plate, some semi-flat or semi-gloss paint for use on metal.
People like the paint made by Krylon, SEM, and even John Deere Blitz black.

I'm curious why the black paint for the bezel the center a/c vent mounts in would require "vinyl dye" or a paint "with flex agent mixed in"?
