tach problem with a 1980 C3
Upon shutting off the motor, the Tach needle swings wildly, and stops somewhere between 2000 and 6000 RPM, instead of returning to 0. Also, while driving, the needle will again swing wildly every so often, then return to the correct RPM. Will a new PC Board and/or a Tach Filter help or cure this situation? Any other ideqas or suggestions?

More than likely it is the circuit broad of the actual tachometer itself. But it also can be the flexible printed circuit brad for the speedometer/tachometer cluster.
Hard to say for sure without seeing it.
You can remove the tachometer from the cluster WITHOUT removing the entire cluster.
