It looks like it is blind. Also looks like the distance from hood edge to bumper lip is longer. And headlights below bumper line are illegal. Too low. All 50 states.

Check state laws for minimum height of headlamps. That will probably settle the issue. And, in case you think such a law is a bunch of "hooey", think about how much of the roadway would be lit by headlamps that low which cannot be aimed higher....or they'll be right in the oncoming driver's eyes.

Im not going to vote, why should i its not my car, i support people doing what they like, thinking for themselves and doing it, who cares what some other guy thinks i should or shouldnt build,
Ive seen c3s ruined imho with all kinds of custom headlight treatments, never once have i seen one especially late model modern headlights in a c3 not just look gross to me, they just do not work on an old classic,
The only custom headlights in c3s i do like are the motion phase z car buckets,
The ugly bug eyed fia racer lights
And ecklers recessed,
In the USA headlights in the grills of a c3 are 50 state illegal too low, then there are also state to state laws about tampering with factory headlights,
Getting pulled over isnt the worse part, accident liability is,
I know an import turner guy, accident wasnt his fault but he lost in court for nothing more than tinted covers...bummer.

Looks like the no's have it.
one comment, and I think this is where most of us maybe coming from. Is this was a car accident victim, and the front was damaged, then I can understand the possibility of a change.
but, this is a nice unmolested original car, and as time goes by there are going to be less, and less good examples of them.
given that, I think most of us feel why mess with it. Ultimately it is your car, and you are free to do what makes you happy.
