My '71 has a #8 x 1/2" black-oxide 'pan head' screw without any washer under it at that spot. The chrome screw with washer is used to retain the forward access cover in that other hole.

Thanks, I knew it was a size #8, but the the head of the screw goes right through the ovaled hole. The picture was from Alan, so I figured it was the correct screw.
Pan-head screws have a wider head than a round-head or oval-head screw. And, I can only tell you what is in my car. I can't testify that they are what came from the factory...but I believe that the are.
