I think I know the answer to this, but thought I’d throw it out there just in case Here are pics of the windshield frame and behind the kick panels on a 75. There was considerable rust flaking behind the kick panel… Is this car cooked?

unless you can take a pick and go thought it I would take a wire wheel and clean it up and use a good rust encapsule paint

Hello,
There is really very little reason to get involved with a car that shows as much rust as the one you posted.
Besides the birdcage I'd be concerned with the body mounts and the frame at the rear wheel kick up.
Unless this particular car means something to you or is special in some way I'd think looking for another car would be a wise decision.
If you must have THIS car I'd say you should get it for free and the seller should give you $2500 to take it away.

Depends, i'd run, but that's me, & I have also seen a lot worse ! It Would also depend on the rest of the car as well.

Behind the windshield, where it seals to the frame, where you cannot see it unless the windshield is out, you are certain to find multiple holes and water leaks, with that amount of visible rust.

Are you sure you want to dive into this?
It's a 75, no offense, it is not a big dollar tri power big block.
There is not a lot of car value there, and that is an expensive repair.
Or very time consuming if you are capable of doing it yourself.
