Again, while still not proof, during the last split argument, I "categorized" the then current first page and found that the posts were just about 50/50 general/tech. I'm sure you could see the time savings this could provide for someone who only cares about "general" or "tech" stuff.

Anyway, I did go through all of the posts you had on page 4 from the C5 section and here are my comments about them:
There are 70 posts on a page using the default forum settings.
You listed 7 "general" posts that belonged in "tech".
You listed 17 "tech" posts that belonged in "general".
Well, I'm basically with you on what was posted in general but belongs in tech. So, the C5 General has about 10% possible tech posts. To me, this is acceptable.
For the tech posts that you feel belong in general, I disagree with the following:

So, under my interpretation, the C5 Tech has about 10 "general" posts out of 70, which again, is in the (upper) range I expect. Still, for the type to only read the tech section, it would weed out about 40 posts for that they would have to weed out after reading as well as giving 40 more tech posts on the first page.
I also believe alot of the examples given are borderline which would get about the same results posted in either section.
So, what will you consider a failure?
I visit www.z28.com for info on our Z/28 and T/A. They are split up well and don't have 1/2 the traffic we have on this forum. What's the down side???

The tech thread is different because while people are interested in the content they may be unsure of what to post in case its wrong making them look stupid/foolish or both in the eyes of others. For those folks it would be better if there was a knowledge section that they could consult before replying in a thread. There are some great DIY install threads out there drifting aimlessly that need to be put in a section where they can be accessed.

Some causes are just too powerful to resist.
