Better still why not hold a Cops and Neighbours BBQ at your house on the 4th of July so you have lots of witnesses to him being an idiot!
If/when the judge throws it out then ask for a court order barring the distant neighbor from harnessing you in the future. A civil suit might also be in order for you to recover your costs in defending your self.

I like to cut grass and work but I did live in a neighbour hood that frowned on working sunday. Moved from there.
Anyway hopefully he never signed the complaint, you are not charged and no court appearance and it all goes away.

Maybe I missed it, but did the neighbor ever sign the complaint?
My car doesn't have mufflers and is kinda loud. I know, no where near as loud as yours, but I can still tell it irks my neighbors when I start my car. I try to start it only in the middle of the day on weekends so not to make anyone too mad, but now I only start it about once every six weeks. I guess everyone will be a little happier since I ordered my mufflers Tuesday.

You get nowhere turning into a jerk yourself.
As far as 'getting permission'... well, it all comes down to whether or not you're really breaking any laws I guess. If there's a noise ordinance that applies, you may have to keep it quiet...
I have a neighbor with a dog who barks (barked) all the damn time... I asked him several times in person to keep it quite... never worked... eventually had to get animal control and finally the police involved. The neighbors wouldn't complain... just me.... made ME look like the *** of the neighborhood... but the bottom line was, his damned dog was annoying AND he was breaking a city ordinance.... Things are better now, but could've worked out easier IMO... had he been willing to talk to me rather than be an ***.
Could be there's really a problem... doesn't sound like, but could be.... not everyone who files a complaint is just "bored" or whatever. That's the dumbest thing I've heard yet...

I had an a-hole neighbor who happened to be the son of the builder of my house. This guy never held a job for more than 6 months but gets this gal pregnant and marries her. Dad feels sorry for him so gives him the house next door to me on the condition that the son would work it off. The son sits on his butt over the next few months instead of addressing some of the follow up items that were in the build agreement of my house and some of the neighbor's. I got tired of waiting for things to get finished and called the old man. The son got pissed at me for ruining his gig and quits working for his dad.
A few months go by and the son yells over to me one afternoon to stop running my saw while I was building my deck. He complained because his baby was napping. Every opportunity he got he would bitch at me for something he thought I was doing out of lack of consideration, whether it be mowing over the property line or running my car.
I put up with this neighbor for a couple of years when I see him come home with some woman around noon time one day. They stuck around the house for a couple of hours and then left. I was on vacation and out working in the garage when I saw this. That evening, I saw the neighbor's wife after she got home from work and called over to her, telling her that I though it was nice that she and her husband would come home to have lunch together. I knew full well that wasn't his WIFE that he was coming home with...Heh, heh...
The wife stormed into the house and then a couple weeks later, he's loading a moving truck in order to move in with his girlfriend. It turns out this was the SECOND time he'd been busted messing around, and the wife had had enough and filed for divorce. Now keep in mind that at this time this guy was STILL unemployed and his wife was pregnant with their second child and SHE was the one working when all this happened.
The divorce didn't happen fast enough for me, but as part of their settlement the house went up for sale. Now I have a great neighbor who happens to be a cop and a has a great family as well. We get along fine.

okay, that's the funniest thing EVER . . . .
neighbors (200 yards away) haven't complained to me directly, but i hear through third parties that they know EVERYTIME i pull my car in . . .
