if you pull the heads do you have to mill them? I have a shop saying they wont get the heads to seal if they pull them off the block without milling.. Sounds like to me but I'm no expert
I have put them back on with a good scrape job and some new gaskets with no problems.....however milling is cheap and probably wouldn't hurt......then again I'm not an expert engine builder
If the surface is flat milling is not required. I have re-installed heads many times without milling and have not seen any issues with sealing. As said above just make sure they are clean.

That's . As long as there is no damage to the heads, the heads can be removed and installed indefinitely.

If they are not warped they can be reinstalled without milling. If they were not having problems when removed they are probably fine. Easy to check for warpage. After they are cleaned use a straight edge from one end to the other with a light behind it. If they are warped enough to require resurfacing you will be able to tell.

Lay the straight edge on the head and use a feeler gauge to check for gaps. I am not sure what the tollerance is but .001 should be ok?

I have a question. Why are you pulling the heads in the first place? If you are going to rebuilt or replace w/better heads then why not mill them? .02

I'm debating between a rebuild and a crate engine. I have to have the intake worked on and the throttle body cleaned, and I wanted the shop to pull the heads, inspect the cylinder walls and valves. I have massive vacuum problems from somewhere along with the coolant smell in the exhaust.
