Be sure you are getting vacuum where you need it. On my 74 I started where the vacuum line ran to the resivoir, then out to the relay, and then to the actuator. I had bad relays. You can test the actuator by pulling off a line that has vacuum and plug it into the front or back of the actuator. One line should raise it, the other should pull it back down. Good luck!!
