Yes, there's an adjustment screw that can be set to determine how far the door pivots, and to stop it from bouncing when the door is fully open. It's mounted at the end of the long flat arm that screws to the door itself. Some years have a rubber bumper on the end of the screw's flat head so the door doesn't make a loud bang when it opens.
It's part #5 on sheet UPC 12, sheet A 3 in the AIM.

You likely have a broken spring. The actuator moves the light housing to the 'up' position, but the springs cause it to 'pop' into final location and hold that 'locked' position.

Alan, I can't see how that screw can push the housing up, but I may not be looking at it right. I'll look at the light itself and that may make it clearer. I was looking at the adj. screw on 12C, page 3, item #10.

The adjuster screw Alan is talking about - can KEEP a light from fully opening by being adjusted too long. One of my lights was not quite fully opening - it also bounced a little while driving. I screwed the adjuster in a few turns so it properly locks up now - and no more bounce. Your mileage may vary.....
