Hi JR,
Is the wiper door opening? If it is, is it opening far enough to push on the door safety switch that signals the wiper motor that it's o.k. to start?
Willcox has quite a bit of info on checking the wiper motor. Have you tried there?
Here's the safety switch on the firewall. Disregard the oval, it's showing where the supply for the heater/defroster control enters the firewall

Hi John-
Make sure the ground is on the motor... and just to check.. make sure it is a good ground.
You an go to our site and upload how to trouble shot this, but it sounds to me like you may have a grounding issue.
