If your referring to the 2 nickle plated metal loops, that are each held down by 2 phillips head screws, then they are for the rear luggage hold down "Y" strap.
All 68-82 Corvettes came with these straps. They were made of color keyed webbing similar to seat belt material, but only about an inch wide. Originally there would have been a third, identical loop just above the park brake console, attached to the bulkhead that's behind the seats. The strap had 3 hooks and would attach to the 3 loops. There's a buckle in the center to adjust the tension of the belt.
