Default Heater Blower will not stop running??

I have been trying to figure this out on my 78 vet and have had no luck. Have searched and just can't seem to find anything on this. With the selector in the off position the blower continues to run at a very slow speed. I have tried unhooking the selector (vet, ac, heat) and the blower continues to run at the slow speed. The speed selector works fine and works on all speed selections. So I would think the resistor is fine. You can have the selector on say vent and the speed on high, when you select off the blower will drop down to the very slow speed. I would think it might be a contactor some were that is stuck but not sure were to look. I am really scratching my head on this one. If any one else has had tis problem some ideas would be greatly appreciated!!!

It is supposed to run at all times.

That's the way GM designed it. My 79 is the same way. It should turn off with the key in the off position. Don't tear into it looking for a problem.

All it's designed to do is to guarantee some fresh air flowing through the car at all times. If your problem is that the blower is 'noisy', fix the blower.

GM started doing that in 1975 following lawsuits for carbon monoxide poisoning in GM cars - it's a safety feature that you should not disable. Leave the fan alone - it needs to run to keep exhaust gas out of the cabin.

the brown wire in the diagram, upper left side of drawing. is the jumper around the switch that keeps it running, i've seen mine when i had the console apart. and wondered why it was jumpered. and figured it out a few years ago. left mine alone, since it was oem.

My 81 runs all the time too, I believe it's supposed to be that way.
