If Paypal is capable of doing that, I think that would be the best route. Set a value for each tool ahead of time and have a deposit made in that amount before the tool is shipped out.
I'm envisioning a table listing the tool, the condition, the tool cost, the approximate shipping cost, which member owns it, which member currently has it and an expected return date if it's currently on loan.

I am having a redesign of the wesite done soon. The project starts on June 15th and will probably take 6 weeks.
As we finish that up I would like to get this coded. In the meantime we can continue to work on the ideas so that we have the best possible implementation when the time comes.
This wouldn't be hard to do. Using some kind of database to keep track of who owns what tool and where. Now members could find the tools by entering the tool name and a list of owners would appear, then the "needer" would contact the nearest "owner" (to save on shipping costs).
This way the owner coudl keep their tools and just borrow it when some body would need it. (a lot more people would borrow this way)
Good idea?

A little refinement on above: there can be a 'status column' listing. ex: This tool is checked as 'indefinate', as the loaner's willing to keep it in circulation.
It can go from one user to the next without the need to 'return home' each time. Check-in, check-out can be registered on the web site, along with the deposit/shipping $$ shifting from user to user.
I'm sure more structure and needs will surface as this thing gets closer to completion.... :D
Great idea on the tools.. I think Pay-Pal is the way to go and include the purchase price for a new replacement tool. Condition of tools is going to be tough cause it's all judgemental. I just borrowed an exhaust pipe spreader or rerounder from my dad and I busted off one of the nipples while using it. I fixed it again but if you would have asked me before using it I would have said it was fine and in good condition. It's always a gamble when you borrow tools and I'm extreamly careful when I do cause you stand the risk of breaking it, spending the money to purchase the replacement and then your out the money and the tool.. but that's the risk.. the benefit is when they don't break which is what happens most of the time.. Respect for other people's property and honesty is what will allow this to work. :blueangel:
Sounds like a good program. Might work better for people who are close to each other and can just swing by and pick em up. I like the idea of a data base for both tools 'for' loan and 'needed for' loan.
Obviously I'd be out of the scheme, but good luck in getting it off the ground - the only people who stand to lose anything are the tool vendors :)
Another option (dare I say it) is for the person borrowing a tool to pay a small charge ($1-00?) to a central fund/person/account/me! This cash can then be used to pay towards wear & tear of the donors tools or repair/replacement of broken tools (in case of no satisfactory outcome to a dispute) & (even better) it can be used to buy really exotic stuff eg. a 3 angle valve seat cutter set (not difficult to use but very expensive for somebody to buy for a couple of heads). Just an idea :)

2. A screwdriver that used to be flat.
3. A screwdriver that used be philips but now is a punch.
4. Half roll of duct tape.

Oh and I can Anodize or hardcoat aluminum parts ( small feel for chemicals ) They must fit in a 5 gallon bucket.
