This is an often asked question.
You need to 'soften' the plastic 'sleeve' that covers most of the belt's metal tab. Then you can slip the sleeve off the tab and pull the belt through the seat back.
People use a heat gun, or hairdryer; or you can dip the tab and sleeve in a pan of hot water.
Same method to put it back on.
