A 64cc head is too low of compression and last time I checked the cam is no where near the bottom of the page. If I recall, it wasn't even .220 duration @.050. The heads had very good review especially in the low end torque rating and everyone is running edelbrock manifolds without complaints.
American made is just a bonus

I'd pick an afr headed 383.

Why not rebuild your engine and go by "The Miserly Mouse" article. It's inexpensive, using Vortek Heads, and you get 390 hp on pump gas. IMO, f/ the cost, it's the best way.
