It's really not that hard.. Are you doing the upper and lowers?
I have two papers on the site that will walk you through all of them. But, I need to combine the two papers. The instructions on removing the left hand lower pad is a better way to get the left pad out.
We always suggest you remove the steering column for multiple reasons. For starters, if you remove the column, there is no chance you will damage the left pad removing it. The left pad is heavy and you can break it easy at the U that goes around the column. Removing the column is easy.
Corvette Dash Pad Remove and Install Instructions 68-77 <- I would use this for the right and upper pad, center console.
Corvette Left Hand Dash Pad Removal Made Easy 1968-1977 <- I would use this one for the left pad.

I just want to remove the upper dash pad. I read the PDF you sent and it looks to me that you have to remove just about the whole dash just to remove the upper pad. The (6) screws (3 on each side) in the upper part of the dash won't remove the upper pad?

You don't.. but you do have to remove:
The right visor, the right lower pad, the dash bezel center, the and all the screws from the left pad including the jamb, center bezel and across the top. Once you have the screws out of the left pad it will sit on the column (which would only be dropped for a top removal)... Then you have top push upward in the middle of the center pad, and you can work it past the pillar post. The job looks harder that it really is.

Even when you remove all that 'stuff', the dash pad can still snap in half when you try to bend it when removing it. This is something that you DO NOT want to do, unless you absolutely need to. 40 year-old plastics are very brittle.

Burning Brakes
I cracked mine coming out, but knew I was going to replace it so I was not being careful. My right and left lower dash pads also broke coming out. So be very careful...
