If it is on a 74 it sounds like the the seat belt interlock override. It was a one year only feature and would allow you to start the car without the seat belts fastened.
Buckle up your 20lbs of groceries on the passenger seat or the car won't start!! This nuisance device came from the Ralph Nader era of automotive protectionism in the early 1970s and was put in place by an act of Congress for 1974. Basically if you didn't buckle up, or your pet dog on the passenger side did not, the car would not start. Needless to say, public reaction to such a silly device was swift and Congress rescinded the law in early 1975.
If you don't know what that push-button switch is then do not worry. It has been disabled like 99.9% have been.

thanx paul it looks pretty goofy sitting there ,stix out like a soar thumb .i think i will remove the little housing and tape up the wires.thanx again,this forum is super!!!!!!!!!
FWIW, this pic shows the weight sensor and wiring under the seat. If I remember correctly it was set off by a minimum of 20 lbs. Hence my comment about a pet dog (or a heavy bag of groceries).

I don't think taping the wires will get you the results you want. You need to close the contacts in the relay. Mine was done by a previous owner by putting a zip tie around the contacts to keep them closed.

I guess you could also connect the wires.

There's nothing new - all of the old flathead Fords had them. It was a clever thing that allowed you to crank the starter while you were working under the hood. But then that was the days of Fix-Or-Repair-Daily.
