Default Front end too low

My corvette has just been freshly repainted and thoroughly went over. When it was painted the front cross member and chasis parts that connect to the front bumper were removed and sanded.
When we reinstalled the chasis parts we noticed that the front bumper support doesn't fit to the holes anymore.
Is it possible that the whole front end sagged down half an inch in the time without the support?
And because of this the front wheels are rubbing the fender when turning hard right and the front of the hood is higher than the front body.
This is really killing me so if anyone can help how to repair this I would be very grateful.

Just to let you know....in case you and others are not aware of it.

This being a PAINT/BODY issue. There is a special area on the forum for this.

Start at the FORUMS tab....then 'GENERAL CORVETTE TOPICS'....then scroll down to PAINT/BODY.
